Why, President Bush did, at a Q & A forum in Buffalo on April 20, 2004 – about two years after he· signed an executive order (and presumably had renewed it numerous times, by the way, since the administration has said it requires review and renewal every 45 days) authorizing wiretaps on U.S. residents without a court order.
