“Now by the way, any time you hear the United States government talking about wiretap, it requires – a wiretap requires a court order. Nothing has changed, by the way.” Who said that, and when? Why, President Bush did, at a Q & A forum in Buffalo on April 20, 2004 – about two years after heĀ· signed an executive order (and presumably had renewed it numerous times, by the way, since the administration has said it requires review and renewal every 45 days) authorizing wiretaps on U.S. residents without a court order.
